Real Estate Developer Michael Horack plans to excavate and build a 3,733 square feet home on a steep-sloped, conservation-preservation-zoned parcel at the op of Manauwea St, below Hawaii Loa Ridge’s Kului “dripping rain” gulch, increasing the risk and danger of slides for nearby homes, falling boulders, worsening flooding, and endangering the health and safety of Manauwea neighbors. A Conservation District Use Application (CDUA) to build a single family home on the Steeply sloped Conservation-Preservation parcel, at the top of Mauawea Street was filed.
